My policy was always, no proselytizing or politics when serving...that went for my troops and myself and I held to that.

If he was on duty, doing it in Uniform, or to his troops, I can see counseling. He's is a Reserve Officer that did it out of uniform and not associated with the military, other than mentioning he could get in trouble for it because he was an Officer. Being in the Military doesn't mean you can't have an opinion.
