Not just happening here, also they don't have the response capabilities we do to help those affected.

There is the NDRF and SDRF, Army among other national, and state authorities present in India to manage, rescue and restore disasters that may occur across the Country. Himachal Pradesh is part of India.
It is not an issue with national or state disaster response authorities; rather, the issue is in the politics played during disasters that makes rescue, recovery and restoration profit making opportunities from even the poorest of people in the state. If corruption was tamed in such situations, such news would never hit headlines.

Yes Ma'am, the state of Himachal Pradesh is home to sources of the Satluj River (longest river among the six sisters); Chenab River basin is the largest of all six major rivers originating in India; Beas River has the best waters for kayaking and white water rafting and; the Ravi River among other lesser water flows, to include the Spiti River. There are a lot of landslides in Himachal Pradesh due to torrential rains that batter the state in monsoons and cloud bursts. This water causes rivers to overflow and in turn cause flooding in the plains, to include the gangatic flood plains.
In more recent times, an additional cause for down river flooding and destruction has been the glacial bursts due to global warming and the El Nino/El Nina effect.
