I was the Chief of Transportation in Turkey in the mid 1980s and part of my job was to manage the documents for American military people moving in and out of the country in coordination with the Turkish Ministry of Customs. Imagine my surprise when they asked me about Gary Powers' beyaname (customs documents) which had never been cleared.
