SFC Casey O'Mally in the case of North Carolina, 2 witnesses or a notary stamp are required. You’d think that would be enough…

CW4 Guy Butler I think a Notary is. But if one is willing to forge a ballot, also forging two witnesses (by themself) is not at all a deterrent.
I also want to be clear that I do not think this sort of thing is common or happens in HUGE numbers. But, IMHO, 1 is one too many.
