Identification has always been required upon voter registration. This new provision will significantly impair those who are home-bound (think disabled seniors, vets, folks in nursing homes) who cannot easily produce a verified copy of an acceptable ID, if they wish to use an absentee ballot. Similarly, drop boxes are being discontinued, so folks will have to be sure they have adequate postage for mailing a ballot back if that's allowed. It's unclear to me but other than military and folks oversees, mail in ballots may be gone. If you are home bound or resident at a nursing home or assisted living and not able to drive yourself--then what? And I'd say 90% of us have a signature that has changed as we aged, so I suspect some folks will be disenfranchised over that. Caucases are like "private clubs" You have to "join the party" and have the liberty of free time to attend, as opposed to actual primaries.
