They should have attacked the gunman instead of doing nothing. I can't believe how fucked up their response was. They chose to do nothing, and they are making fucking excuses.
It's akin to the heat of the battle when you notice a friendly unit being attacked and going down. Do you do nothing or try to help the unit? The chief was incompetent and was a pussy. They needed a real leader. The value of the captain of the ship is only realized in stormy seas.
