I don't blame the officer for telling him to stay back, but I do blame those first on the scene and all those who stood around for 77 minutes for not responding IMMEDIATELY.
Some times there is a time when you tell the Lead Officer to Kiss your Hinny.

I do blame the officers for holding back those who were willing to do what the cops were not, now if they were actually in the middle of setting up a assault on the shooter that one thing.
