Lt Col Charlie Brown I don't see this going over good. Personally I would be eating at home more. We might go out once every two weeks as it is now. With this it would go down to maybe once a month.

I think they are going to regret this decision. I would quit frequenting that Restaurant or any other that imposes a charge. More importantly, if my wife and I get good service we usually tip between 20 and 25 percent, in cash, so servers would actually loose out if they provide good service.

That restaurant would be off my list. We do our best to go to local restaurants (not chain ones) especially since the lockdown but this would put them on my "forget about it" list.

If a restaurant charges me a 15% equity charge, my tip will no longer start at 20%, it will now start at 5%.
