"The Electors shall MEET(emphasis mine) in their respective states and vote by ballot for President and Vice-President,..." The first sentence of the 12th amendment. MEET is a very important word, It means getting together, face-to-face, not absentee or mail-in. If a person doesn't care enough to make it to the polling place at the date and time listed for voting, they don't get a vote. there have been some changes since this amendment was ratified but the original wording made it certain that a voter would be identified as a legal voter.
