This is an issue which reformers (from within the police community) have been trying to address. The hiring of officers who have consistently failed or showed bad judgement in other departments. This guy worked across 10 different departments. One problem is that departments are sometimes loath to document the problem so that the new hiring department just sees experience with no documentation of problems. Interestingly enough the working level grapevine will often get the message out that this is a person with which you don't want to be partnered.

Working for that many departments should have sent up flares and red flags all over the place. I wonder how many other rapes and murders will be attributed to him. They'll have to go back through all his cases and reexamine them.
