The scammers always show up and rip people off when new things come along.

Whenever you have a situation where the government is hard-pressed to "do something" about a perceived emergency, the bureaucrats will inevitably cut corners. Giving this company $124million and not even verifying that they had the licensing to do it? I'd be interested to see which person wasn't doing their job when they vetted this company and wrote a taxpayer check for millions.
