The corruption and incompetence at the senior levels of leadership always points to a system that has failed in how it has chosen those leaders. Brig. Gen. Joseph Reheiser is one example of such - as is whoever in DOD senior leadership who knew this occurred and did not do more than a verbal warning. Such items have lead to the current culture of corruption
