Indeed it is. Still, we've come a long way from the Norden bombsight, which was touted to be able to put a 500-lb. bomb in a "pickle barrel" from 25,000 feet. NOT!

It always is. However, soldiers have to cto to grips with the fact that there will always be "collateral damage."
