members that makes up the Commission ?

But it costs WAY more to send a tech to every voting site for updates. Or even to every state where machines are centralized.
The cost ain't in the manufacture, its in the upkeep.
I still think it is worth the cost (or we just keep it low tech and cheap and use good ol' fashioned paper).
But the cost argument is at least VALID even if not persuasive.
