It seems like a labor intensive effort, Lt Col Charlie Brown, but Nigeria seems to have plenty of people that can jump in and carry out the effort.

Why not? Fill with dirt, pack in tight, fill in chinks, and voila home. Course here in the states you would need permits, inspections, and government busybodyness. But why not?
