Of course the Air Guard isn't affected, granted it's a short window from July to October but I'm sure it will affect some people.
I can tell you bonuses are a big factor into re-enlisting, especially if you're overseas and they give you the lump sum tax free option instead of the taxed out, cut into pieces bonus that really doesn't help all that much in the long run. You tell a normally part time Guardsmen that they can get $20K tax free for re-enlisting that's some potentially life changing money, especially for younger troops.
Down payment on a house, new car, solving debt issues. The Guard does not pay the bills for 99% of those in, which is actually a contributing factor to AWOL, but that's another discussion.

People forget that bonuses are for the purpose of retaining people, not for thanking everyone. Most Soldiers won't be eligible to even receive a bonus. The ARNG has met its goal and is cutting bonuses for 90 days till its next fiscal year retention mission starts. At that time all the people who weren't eligible to reenlist for a bonus will be able to again.
