Probably because he didn't have a free hand but I would not have blamed him if he did

SrA John Monette - CONTEXT...you are assuming things without full facts. Too many variables. Could have been reaching in car to get keys or throw the car out of gear or maybe his uniform got caught in the door when the perp slammed it, hand could have gotten wrapped in seat belt...too many things that we don't know...in the heat of battle I can almost guarantee that he wasn't thinking he's white so I am not going to tase or shoot him.

SrA John Monette - Nonsense! Nobody wants to write headlines that say "Police officer justifiably pulls his pistol, AND DOESN"T SHOOT ANYONE." It doesn't sell advertising space.

Not all police Departments Track that information, Yakima Washington does. Yakima is considered a high violent crime community. In 2018, Yakima Officers had 593 times they drew their weapons at a scene (some scenes had multiple officers draw their weapons, so there were not 593 separate incidents). They ACTUALLY fired their weapons 37 times, every one of those times was to dispatch a deer or dog hit by a vehicle. Those 37 times are not included in the count of 593.
