China’s navy has more ships than the US. Does that matter?

Depends on more than just numbers

Quantity has a quality all its own. Having said that this article points out a glaring weakness of the USNavy versus China and that is disbursal. Our fleet is involved around the world, almost in penny packets like we were prior to WW2, which means that at the point of probable attack by the PLAN they have an overwhelming number of assets and could easily win a decisive strike operation against, say, Taiwan.
