I would argue it could be the second. Duck Soup skewered European dictators in general, there were hints of Mussolini, Hitler, and Stalin.

They were both good, There was a song going around it the 40's . I've heard it a number of times, the refrain goes Sig Hil sig hil right in the furhers face. Haven't heard it in years

In 1933, The Marx Brothers Movie 'Duck Soup' which parodied Hitler and Nazism was released soon after Hitler became dictator of Germany on March 24, 1933. Harpo recalled the production as depressing because they listened to Hitler's speeches to get prepared.
