Exactly. And why did they not take action to prevent what happened? Why was the guard told not to come and set up barricades ahead of time?

Valid points, the Capital police are in charge overall and under control of Congress, and the DC police the Mayor. FBI, Secret Service, Park, etc under the Executive, but they are all secondary providing assets as Capital Police request.
