CAPT (Join to see) I suspect the small print includes "If you are coming to DC to participate in a BLM/Antifa led riot, no problem. No tests/masks needed. Come on it!"

According to the document, they are not actively checking train stations and airports, but they are empowering private sector. For example, hotels, if similar to some other cities, may require a negative test to stay there. I don't think they can enforce it for all pedestrians. For our event, we want to ensure we are complying with requirements.
