How could anyone even hope the police could do their jobs when their ‘hands are tied ‘ and they have absolutely no support from the mayor?

Two veterans asked federal agents if they understood their oath to defend the constitution and why they weren’t honoring their oath of office.
David said the officers’ response Saturday night to a largely peaceful crowd was completely disproportionate. But he said, it was also clear that they were not trained for this type of situation.
“They have no tactical cohesion to what they’re doing,” he said. “Duston and I are vets. We can tell what’s going on with these guys. There was no sort of command. They were running around and they were scared.”

And stopping it wont happen in the Riots -- arrest those responsible when they are not with a crowd... plenty of surveillance and plenty of names on who is most responsible for crimes. But 18 arrests wont slow down the train.... other tactics will.

MSG Stan Hutchison - Something a little different. If you have a JFTF - and all the resources of USG at your disposal --- use them. That has not happened. You have to have a disruption to get ahead of their tactics. Employ some things that give you the advantage and from those create new tactics that will require time to counter - and do not give them the time. It takes 2 key things - leadership and a talented and dedicated staff that understands planning and what resources are available. You only get surprise the first time you use a tactic - but from each use of a resource - you develop further tactics. Need an example -- deploy the surveillance balloons we been using in CENTCOM for decade plus. Gives you pinpoint live feed and it gives you tape of individulas. Obtain the folks to analysis (not military) what your seeing on them as well. That is just one item that gives you an edge and allows you to change tactics.
