It's been hard to gauge the risk of COVID-19, particularly when the data is on a state by state level. This tool shows county by county data that gives us more information about where we are at.
Unfortunately at this time their servers seem a bit overloaded (likely because NPR shared them). :(
The county I'm currently in is yellow.

Is it because of more tests or because more people had it than they thought or is the Covid just sweeping the nation???

LCpl Brad Gross Hard to say. The presence or absence of the tests doesn't alter how many cases we really have; if it is due to increased testing that would just tell us it was out of control before and it is still out of control. That would just point to the inadequacy of our testing program.
But if I were to hazard a guess it is also likely due to COVID moving into areas that didn't have it before. Many of those areas were not taking it seriously and once COVID got there it found the behaviors of the residents were ideal for spread.
