The article says that the investigation concluded that the funding and requisition issues didn’t play a role in his death, so why use that as the headline?

My experience with NC Guard mobilizations is they are well funded, so much so that guys are on orders for months and months, to the point of them being "deployed" for 12-15 months even. I have never seen funding or time be an issue personally.
