It should come as no surprise to anyone that Susan Rice would appear on a news show and lie. She famously did so about Benghazi back in the day (4 times in one day, I think) blaming the attack on a video etc.
In 2017 she lied again about the surveillance on the Trump campaign. You could argue she was not allowed to talk about it or admit it but her answer was not "I am not able to talk about any sort of surveillance on anyone, period" She flat out said it did not happen. She knew full well I did happen and chose the lie instead of the I can't discuss any surveillance approach.
