That is certainly true and it helped them that they had developed strategies from dealing with SARS, Swine Flu and MERS. So the population was already versed in self protection and the cooperation between the private sector drug and testing labs and the federal level officials was much better coordinated. It took the Koreans a week to develop effective testing, here the CDC and FDA were actually a roadblock that stopped private labs and hospitals from developing their own test and we stumbled around for over a month dealing with that problem. I am personally of the opinion that the decision pushed by the Fauci and the CDC to follow the path of China will prove to be short sighted and have lasting effects far beyond the disease itself. Fauci lost me when he got up in front of the American public and lied about PPE not being effective for the average citizen, instead of being up front and telling the truth that they had been blindsided by lack of supplies.

It is always very important to look toward others as far as what works and does not. In psychology we refer to this as observational/vicarious learning.
