Yes, the panicked Governor who opted not to purchase ventilators and other items years ago is now going to take from others, by force, that which he could have easily prepared in advance but had other priorities. The people in upstate prepared, spend wisely, made good decisions etc. He did not nor did the mayor of NYC.
