He jumped the Chain of Command as did the Sec of the Navy. However, what he did was not acceptable to the senior officers. I am surprised he didn't understand that.

I go as far as to throw a flag onto the field of play and say he did it Intentionally and all the more reason to Remove him.

If your the (Captain of an Aircraft Carrier). Your not stupid enough to jump the Chain of Command unless you did it INTENTIONALLY.
