Probably when "quarantine" was expanded to include all citizens, and not just those who are sick or who came in direct contact with people who were sick. Imagine yourself being a US citizen living in NYC, and you want to get out of town to avoid the outbreak. Then imagine a bunch of feds threatening to arrest you if you don't return into the teeth of the epidemic.

I partially agree, but in this case those that leave New York may be carriers of the disease who will infect others...

So, based on your comment, would you propose to allow all passengers of a cruise ship to disembark without screening when it is shown that a significant number of others on the ship have a communicable disease? [BTW, it's nice to learn that someone who can censor my posts has an opposing point of view. I'll keep that in mind...]
