He may not need the Governors ok to call up the Nat'l Guard in a Nat'l Emergency. If we think we are actually at war, declared or not, he could use the war powers act. to call up the N.G. But that is just a wild guess on my part.

If they don't currently have jobs, this is a safe move to put more folks on the government payroll. AD military is on a stop movement order and practicing reduced manpower and essential personnel only in many cases... seems ironic.

Good move on his part. The N.G., Res. (both Air and Army) can make a big contribution, especially those with needed medical MOS's. Also retired members of all branches with similar medical backgrounds. Added to the mix, consideration to engineers and transportation units. Logistics
