There would be a huge outcry were another nation diplomat were to flee the US and execute such a move.

There are so many possibilities we do not know, will never know that will impact the decision to send her back.
Its possible she was not "just a spouse"
Its possible this is a political power play coming from either side and not just a traffic accident to be adjudicated.
Its possible either side owes a favor worth this pending explosion..UK "demanding" because it owes someone or the US refusing because someone is owed.
Its possible the State spokesmen spoke out of turn, and this will resolve itself through state channels as it should.
Its possible the "Intelligence officer" is of such critical value the US will fall on its sword for his spouse even if they think "Right" is to send her back.
And a million other possible factors we do not know, will never know
