The SA-15 has an “auto” mode that just acts as everything in the sky is a threat.

I don't see them doing it deliberately. I do suspect they did it otherwise they would turn over the black box.

I see it as more of as an indication of how uncoordinated their military defenses are. Like our FAA implemented a no fly zone I'm sure they implemented something similar when they launched their missiles but word didn't get to airports.
