Well it is the NATIONAL GUARD not the State Governor’s Guard.

True, but we essentially treat them as state forces until officially federalized. That's what allows the ARNG to get around the insurrection act.

I sympathize with states; however, our reserve forces must be prepared to carry out their mission - national defense. In the last few decades due to ops tempo, DoD has become much more reliant on reserve forces. I personally believe this has had a very positive effect regarding reserve readiness and mission capability. We can debate the justifications for U.S. military intervention overseas but for our reserve forces to be effective, they need to be managed and controlled at the federal level.
