I think it is pretty simple.
Russia views the US Government as useful idiots. People who can be fickle, but easily distracted. All he has to do is provide the occasional distraction and let them do his work for him.
I think the views people have of Russia's machinations are overstated. Locally in places like Ukraine, Russia is very much a malign actor that wants to subvert their neighbors as satellite or client states.
Ukraine got uppity, and had to be slapped down.

Have we ever seen Russian government and media take a huge interest in supporting a US president and his administration before? This is indeed unprecedented and should tell the American voters how suspicious this is.
