I don't think there is any great mystery here. The President has articulated skepticism of where US international aid goes, particularly as it pertains to getting a return on investment and not having it siphoned off by corruption.
Lebanon is one of the most corrupt nations on Earth, and it has serious instability issues. It hosts the home of Hezbollah, an enemy of our ally Israel and actively engaged in all sorts of malfeasance in Syria right now in the furtherance of the aims of Iran.

1SG (Join to see) I'm in total agreement. Lebanon has been in chaos since their 'civil war' in the 1970s. There has to be a limit on which countries and governments we will support with any type of aid.

MSG Stan Hutchison - Depends. The Iran regime is not entirely rational, so you can't rule out the bastards trying to go out in a blaze of glory.
If we are going to spend money on confronting Iran, I would suggest giving our Navy something to do, impounding all of their sanctions-evading vessels. Nothing good about them, fueling (literally) asshole operations in Syria, Yemen, Gaza, North Korea, and elsewhere. Starve them of revenue, rather than try and outspend them.
