As has been pointed out in several articles written about this decision, the ruling only affects those in that courts jurisdiction
Could the same arguments used by the appellate court to come to their ruling be used by a lawyer in another state? Id guess they could, but the ruling itself as I understand it holds no weight in say TX, FL, CA or another state
