A friend and I just spoke about this. I've seen Soldier's Medals awarded for less. I hope the CoC is using the ARCOM as a stepping stone, and the award gets upgraded.

Nothing to upgrade here. He was in a completely different location, never in danger's way, and the shooter got in his car when done at WalMart. The media blew this up looking for a hero at the safe location they could interview people while this was going on.

MAJ Byron Oyler - He was originally at the mall. He ran to the Walmart.

SGT Joseph Gunderson Not according to his interview outside the mall. He was inside a footlocker in the mall, never did he mention he went to a Walmart. I’d love to be wrong but I they played the interview over and over when the police and Mayor indicated it was still going on.
