What I would recommend, Rep Porter is that she not have a child until she is fiscally able to support one. And if your fiscal situation changes after having the child (laid off/divorce/death of father, etc.) then she needs to take stock of support systems as well as cost of living. Making $14/hr in low cost areas is far better than $16.50 in high cost areas. It may suck to have to leave the area you know, but sometimes life sucks.
