They're slowly and quietly shifting Vets care to non-VA providers already. Lots of infrastructure and real estate becomes under-utilized/closed/sold. Then when Vets are treated poorly by their new providers (due to the asterisk for Veteran by their name), there won't be any VA to go back to. It's a worst-case scenario, but involves tons of cash, so it's not inconceivable.

Be hard to get any work done in DC with Veterans occupying it.
Need money, take back some of those billions given to the ultra rich.
