And we should not. Those states need to rethink their financial plans

The real reason people are getting smaller refunds despite the tax rates going down is Congress required the withholding to go down by more. People notice receiving $100 less of a refund. They didn’t notice getting $8 a month in more take home pay. Simple math, pay less get less change back.

I work in the tax return preparation industry. I live in a low tax state. Some of my clients have been hit by this cap. But for most the higher standard deduction saved them. Without the cap, a few would still have itemized. Very few. Like I said though I am in a low tax state.
