That's not how it works. The negotiation is supposed to be within the House and the Senate and then they send a bill to the President. THAT's how it's supposed to work.

McDonnell is an ass, a poster child for term limits. Both he and his wife, Elaine Chow, are classic examples of the "swamp" Trump said he was going to change. His obstructionism and partisan politics in the Senate are part of the problem, not the solution.
