Emancipation Proclamation was symbolic in 1863...but had little substance.

Although Lincoln “freed the slaves”, it applied to Confederate states still in combat with the Union. There were Union states with slavery (I.e. Kentucky), that did not free theirs until 13th amendment in 1865. Even after the Civil War, Union officials had to travel to occupied areas to ensure compliance.
