There is a long tradition of arrogance in the State Department. Professional diplomats have no respect for Presidents amd their Secretaries of State who come snd go. Thus, they maintain the "constancy" in American foreign policy while paying lip service to elected leaders. The relatively new phenomenon of bureaucrats in other agencies usurping the legislative and judicial roles of government came into being as Congress abandoned their powers to spend more time on fund raising and campaigning

The voter has no recompense if unelected officials carry out duties not assigned to them under the Constitution Sir.
