Someone needs to put the bureaucrat who came up with this back in his cage.
The USMC policy for the V (Valor) device was "gave an returned fire" making the C (Combat) device redundant.
That said, the R (remote) device is unneeded as well, because there is always the option of just not putting any device. When you add in things like the Army's 4 device rule, which creates the secondary effect of wearing 2 of the same ribbon.... Why are we exacerbating a known problem?
The existing medal system was fine. The Bronze Star is NOT ONLY a Valor Medal. It is a medal for Heroic OR Meritorious service WITHIN a Combat zone. That's why we have the Meritorious Service Medal as well. It's also why we have the V device, so we know whether it was Combat related or not.
My two cents: Someone let the good idea fairy out of his bottle and needs to put him back in.

How about this, nothing above ARCOM for "meritorious service" and nothing below Bronze Star for Valor.

We literally have a Meritorious Service Medal above Commendation Medal and below Bronze Star
