Yes, not sure targeting patients is the most effective solution. With our ability to consolidate data across the US into databases, we could easily track the "outlier" data to doctors, hospitals, and pharmacies who overprescribe and oversupply the opioids. Target the outliers and charge them with the applicable crimes.

Part of the problem is language. Go back to calling these drugs "narcotics" It's amazing how many people don't know that opiods are addictive narcotics.
