They make advancement automatic for SWOs, then act surprised that they don't get the best COs. If they didn't have such a toxic community, more good junior officers would stay, and they'd get a better crop for selection. This goes back to the greater community issues.

Perhaps if those that are on the CO Selection boards were held accountable, better Commanding Officers would be selected.

Most likely a power thing, with no accountability for poor judgement. By the time an officer has served long enough to qualify for Prospective Commanding Officer, his/her record is established at least up to the XO status. Looking the other way for shipmates with limited abilities probably come into play, along with other factors not associated with performance.

If that many subordinates are being shown the door, perhaps the next couple of level up need looked at.
