Is that a big surprise on this one? The officers respond to a call of man with a gun and the suspect doesn't cooperate even after being tazed twice. Then you throw in the fact that he was in fact armed and was a felon with a history of violent crimes, it was a waste of time to take this one to the Grand Jury.
