Senility is a terrible thing to see up close, I feel bad for his family, that they have to seem him like this.

Apparently (and sadly), he had that opinion for a long time, even while he sat on the bench. And he was a (nominal) Republican, nominated by Ford, though he voted lib most of the time in his later years. But his behavior is typical of those commonly called RINOS.

I honestly don’t think he is senile. He is just too old to care if the truth comes out about real views. This is the new mantra of many on the left, to get rid of the second amendment. If the government can take away out guns they can then do anything they want; this is me paraphrashing our founding fathers. Guns in the eyes of our founders was meant to protect us from the governments, kind of crazy sounding but it really makes sense. The first thing ang totalitarian regime does is take away the guns, this is a fact. The rest is history.

I don't see it happening. Getting 3/4 of the States to agree to a Constitutional Amendment would be almost impossible in itself. Plus, I don't see enough Senators or Representatives risking their political careers to ever draft the needed legislative bill. They'll give it lip service as needed but in the end, they won't risk alienating a huge portion of their voter base.
