Obama's DOJ --- the same fine folks who gave us "Fast & Furious", but absolutely no explanation of how guns the BATFE escorted into Mexico were to be "tracked" to higher-ups in Mexican cartels.
REASON: The sole purpose was to have guns "traced" back to American gun stores ordered to make obvious straw sales by BAFTE, to manufacture "evidence" to support Hillary's oft-repeated claim "The Mexican cartels get their guns from the USA, because of our lax gun laws".
Looks like they wanted fugitives to be armed as well as Mexican cartels.

I thought that a number of firearms used by criminals in Mexico came from the Mexican armed forces or one of its southern neighbors. A 1930s Senate investigating committee (the Nye Committee) heard testimony that BARs and other weapons were stolen from armories (National Guard?). Note that a number of Class 3 weapons were available "over the counter" in the pre-NFA days. A number of guns used in movies were purchased from Sedgley in Philadelphia or from Bannerman in New York.

People who break the law rarely start with the big things. They usually start with more minor offenses and if they get away with those they scale up. Terrorists too often start out small by smuggling materials or being involved in making explosives until they are trusted to go out and do more significant things. While we might not be able to (or even want to) arrest and charge everyone, information is priceless in figuring out how things happen and what can be done to prevent things we do not want.

This doesn't seem to be an issue of if the individuals were fugitives, they were either way. What it seemed to be was a question of agency jurisdiction.

WHAT HAPPENS IS!! WHEN A FUGITIVE IS IN ANOTHER STATE, THE STATE HOLDING THE WARRANT REFUSES TO APPREHEND OR PAY FOR THE TRANSPORTATION OF THE FUGITIVE UNLESS IT'S FOR A CATEGORY 1 CRIME (MURDER, RAPE, ARSON, KIDNAPPING, ETC...) I'M NOT SAYING THAT IS THE SOLE REASON, BUT IT ELIMINATES A LOT OF WARRANTS.
