I was never sure. But, after the war I talked to a Intel 1stSgt. He told me some of the things we can do to their communications. After that, I figured the General was referring to more than one aspect of the enemy.

I read that the Republican Guard (RG) was the Center of Gravity or true strength of the Iraqi forces. Coalition forces did a huge successful flanking maneuver going NE to destroy the RG. Once the RG started to get pummeled, they retreated and the regular divisions lined up on the Highway of Death.
